The American Relief Act, 2025, signed into law on December 21, 2024, extended the Agriculture Improvement Act of 2018 (also known as the 2018 Farm Bill) for one year through Sept. 30, 2025.
The 2018 Farm Bill extension enables the continuation of Farm Bill-authorized programs for one year, including safety-net, price support and conservation programs available through USDA.
Available Farm Bill Programs
The extension authorizes the following FSA Farm Bill programs to continue:
FSA Safety-Net Programs
FSA Price Support Programs
- Dairy Indemnity Payment Program (DIPP) (While the Farm Bill extension authorized the program, DIPP is funded through annual appropriations.)
- Loan Deficiency Payments (LDP)
- Marketing Assistance Loans (MAL)
- Sugar Loans
FSA Conservation Programs
- Conservation Reserve Program (CRP) and all CRP initiatives, including General, Continuous, CLEAR30, CREP, FWP, Grassland, SAFE, etc.
Other FSA Programs
While not impacted by the Farm Bill extension, FSA continues to implement its farm loan and disaster assistance programs including:
- Emergency Assistance for Livestock, Honeybees, and Farm-Raised Fish (ELAP)
- Emergency Conservation Program (ECP)
- Emergency Forest Restoration Program (EFRP)
- Livestock Forage Disaster Program (LFP)
- Livestock Indemnity Program (LIP)
- Noninsured Crop Disaster Assistance Program (NAP)
- Tree Assistance Program (TAP)
- Farm Ownership Loans
- Farm Operating Loans
- Inflation Reduction Act Assistance for Distressed Borrowers
NRCS Conservation Programs
Prior to the extension of the 2018 Farm Bill, the statutory and funding authorizations for these programs were extended through Fiscal Year 2031 by the Inflation Reduction Act of 2022:
- Agricultural Conservation Easement Program (ACEP)
- Conservation Stewardship Program (CSP)
- Environmental Quality Incentives Program (EQIP)
- Regional Conservation Partnership Program (RCPP)
Federal Crop Insurance
Crop insurance is one of the programs that is permanently authorized and does not expire. Crop insurance is not impacted by the Farm Bill extension.
