Section 22007 of the Inflation Reduction Act (IRA) provides $2.2 billion in financial assistance for farmers, ranchers, and forest landowners who experienced discrimination in USDA’s farm lending programs prior to January 1, 2021. Distribution of these funds is one step in the long march towards justice and an inclusive, equitable USDA. The program complements other assistance made possible through the IRA, including assistance for distressed farm loan borrowers.
The application period for this program ended January 17, 2024.

About the Program
The IRA specifies this assistance must be delivered to impacted producers by nongovernmental program administrators. In May 2023, USDA signed contracts with three vendors who, together, constitute a national administrator and four regional hubs.
During the application period, the vendors worked together to solicit applications from eligible farmers and provided technical assistance. The vendors are now reviewing applications and will make decisions about each application in accordance with program rules set by USDA about how applications are evaluated and awards are calculated.
The vendors include:
- The Midtown Group, serving as the national administrator
- Windsor Group, serving the eastern regions of the U.S.
- Analytic Acquisitions, serving the western regions of the U.S.
The national administrator manages all aspects of the application process including application scoring and eligibility reviews. The regional hubs conducted outreach and technical assistance in addition to providing initial determinations on application eligibility and scoring.
During the application period, the vendors opened regional locations; they and USDA worked closely with community-based organizations across the country that are known and trusted by producer communities. These organizations included:

- Federation of Southern Cooperatives
- Intertribal Agriculture Council
- Land Loss Prevention Project
- National Young Farmers Coalition

No. Applications are not being considered on a first come, first served basis; all applications received by the deadline will be reviewed and considered before funds are distributed.
